The GCC concept demonstration project is being managed by the Network Centric Operations Industry Consortium (NCOIC) for NGA, and depicts a global, multidisciplinary response similar to the one that occurred after the 2010 Haitian earthquake, but can be applicable to any national or international disaster.
The project findings—to be presented as a report, or pattern, to NGA in October 2013—will include a process that NCOIC can later provide to governments, non-government entities and other organizations that need to build and manage a disaster response effort, so all responders can share geospatial data and other critical information despite having disparate IT systems, improving interoperability.
"Migrating to the cloud provides for the deployment of complex IT environment in hours instead of days, providing responder with additional and precious time to save lives," said Kevin L. Jackson, NJVC vice president and general manager, cloud services and presenter at today's demonstration. "In addition, and importantly, by following the new NCOIC process, the myriad of organizations involved in a complicated disaster response effort will be better positioned to succeed at their missions and save millions of dollars, as the needs for purchasing, storing, maintaining and shipping equipment and software will effectively disappear."
The GCC project began in the fall of 2012 with the design of the cloud infrastructure, provided by the NJVC Cloudcuity Brokerage and Management Portal. NJVC established standards and processes, using best practices and addressing a range of issues—ownership, bandwidth, latency, availability, access, flexibility and security—to create a federated cloud environment. During the second cycle of the project, NJVC leveraged the portal to integrate applications supplied by other NCOIC members into the disaster management.
"The GCC project effectively addressed all information management lessons learned after the 2010 Haiti earthquake disaster response effort was completed," Jackson said. "The pattern guides the rapid establishment of communications channels to allow the sharing of geospatial data by international and national organizations to dramatically improve disaster response rates during the most precarious of emergency situations and when time is most definitely of the essence."
