Solution allows 14th largest county in the United States to achieve significant return on investment during pilot project
TORONTO – August 26, 2014 – Following the tremendous success of its pilot project which saw a 5:1 return on investment, Maricopa County in Arizona has signed a five-year renewal with Esri Canada for the company’s Assessment Analyst solution. Integrating with its Computer-Assisted Mass Appraisal (CAMA) system, the geographic information system (GIS) desktop software results in a powerful Geographic-Assisted Mass Appraisal (GAMA) solution providing tools for data collection, audits, maintenance, updates and spatial analysis. The County initially selected the Assessment Analyst solution to reassess a pilot area of 50,000 parcels covering North Phoenix and East Glendale and will recover an estimated $2,500,000 in additional tax revenue in 2016 for all jurisdictions.
“We were looking for a tested, IAAO compliant methodology for property revaluation,” commented Tim Boncoskey, chief deputy assessor, Maricopa County. “The project provided us with an organized methodology for canvassing and time management, and minimizes on-site inspections, which has resulted in a measurable return on our investment.”
County assessors have been able to seamlessly integrate their workflow processes creating significant efficiencies and a uniform, equitable tax roll. This project has also enabled them to develop a detailed canvassing process, an improved data structure and documented methodology for assessing properties.
Using CAMA data, ortho-photography with sketch verification, oblique and street-front imagery and workforce analytics, Assessment Analyst achieves time savings and improved quality of data for more accurate assessments.

Under the new agreement, Maricopa County plans to tackle a broader and more diverse canvass area for the next phase of their project. They will leverage their existing methodologies to develop metrics and processes for the differing types of properties within this new area.
