German Federal State of Lower Saxony : Milestone for Production Start of New German Cadastre Standard with AED-SICAD Application

On July 1, 2007, the Surveying and Cadastre Authority of the German Federal State of Lower Saxony (LGN) announced the general technical acceptance of the Data Acquisition and Qualification component of the new standard for cadastre and topographic information systems in Germany , named AFIS-ALKIS-ATKIS.
The core of this solution is LM on ArcGIS Editor from AED-SICAD’s new land management  product line, based on ESRI’s ArcGIS®  technology.

This is the first acceptance in Germany of such a component, which includes the Official Real Estate Cadastre Information System (ALKIS) as well as the Official Geodetic Control Station Information System (AFIS) and the Official Topographic Cartographic Information System (ATKIS). With this technical acceptance, Lower Saxony built the basis for productive use, which is scheduled for 2008.

The final installation is planned to include up to 1000 desktop users of the LM on ArcGIS edit component ALKIS all over the Federal state, for production purposes. At the same time, the LM on ArcGIS edit component ATKIS will help to support the complete and integrated production of the base DLM (Digital Landscape Model) and DTK (Digital Topographic Map) data of the cadastre authority. At present, ALKIS is in pilot in the cadastre authorities of the Cities of Braunschweig and Syke.

Following the official acceptance, the project team for the introduction of AFIS-ALKIS-ATKIS in Lower Saxony met in Hanover on July 17, 2007. During this event, the representatives of the Surveying and Cadastre Authority highlighted the specific value of a Data Acquisition and Qualification component that is fully ready for operation.

Rolf Ueberholz, Director of the Surveying and Cadastre Authority of the German Federal State of Lower Saxony (LGN) based in Hanover :

“We decided to face the challenge to replace the existing system, tried and tested during decades, including data flows and business processes, with the new AFIS-ALKIS and ATKIS component. This is new territory making high demands, for which we now feel to be well prepared with the implemented software and the professional cooperation with AED-SICAD. Currently we are on the final stretch of the introduction process of AFIS-ALKIS-ATKIS in Lower Saxony .”

The implementation of the new Data Acquisition and Qualification component in Lower Saxony is of major importance for the future development of Geodata Infrastructure compliant (GDI) Geobase data and involves the following advantages:

Modern system for more benefit
The innovations around AFIS-ALKIS-ATKIS are mostly based on the combination of technical and specialist, sector-specific progress, which – as a whole – are able to substantially increase the benefit coming from spatial information.  
The LM on ArcGIS product line used by LGN has been developed by AED-SICAD based on latest IT standards. Most characteristic strengths of the solution are mainly the implemented business processes, seamless integration of authority-specific IT infrastructure, extensive analysis tools and, last but not least, full Internet ability. The German Working Committee of the Surveying Authorities (AdV) actively supports the AFIS-ALKIS-ATKIS concept. The main reason lies in its special advantages due to flexible combination of Geobase data and technical information for integrated use.

Improvement for all involved parties
For existing and new application areas, the new software generation for cadastre and surveying brings the following perspectives:
  • The administration authorities may further increase their productivity and are more flexible in terms of structures and cooperation concepts.
  • Decision makers have fast and easy access to high-quality information for all spatial tasks.
  • Commercial users are able to purchase and pay the integrated geoinformation online and tailored to their needs.
  • The setup of the Geodata infrastructure and its integration into all administration levels are significantly facilitated.
Widespread performance of different tasks  

After the final acceptance of the production methods, the significance of geoinformation evaluation has been increasing.
The retrieval of real estate cadastre will be realized with the product LM on ArcGIS Web by AED-SICAD, based on ESRI’s Internet platform ArcIMS® and the AED-SICAD GIS Portal. The viewing component for ALKIS contains, among others, the cost calculation as well as a user administration with group and role assignment (URM – User & Resource Management), that allow a target-group specific function and product assignment according to the regulatory framework.
ALKIS-Web is going to be used within the Surveying and Cadastre Authority and for external customers like publicly appointed land surveyors, notaries, public authorities, etc. By providing it in the Web, the geoinformation achieves an impact unknown until now in terms of distribution and use: It is assumed that in the final stage, up to 10.000 users will do their daily work by using the solution in the Intra-/Internet

Project history
The Surveying and Cadastre Authority of the German Federal State of Lower Saxony (LGN) decided to order AED-SICAD’s solution for the data acquisition and qualification component, following a call for tender in 2002 and a subsequent meticulous evaluation process. The vote was based on a comparison of the technological aspects and the profitability of the AED-SICAD solution.
This decision initiated the first state-wide project to introduce an AFIS-ALKIS-ATKIS based data acquisition and qualification process. Thus, the Federal State of Lower Saxony together with AED-SICAD set the pattern for the solutions based on the new standard in real estate cadastre and surveying. By using the LM on ArcGIS solution, the surveying office is consistently oriented towards interoperability according to the Open Geospatial Consortium (OGC) and process orientation.
