HP and Oracle Partner with Commonwealth of Kentucky to Deploy Comprehensive Tax System

PALO ALTO, Calif. — (BUSINESS WIRE) — October 5, 2009 — HP (NYSE: HPQ) and Oracle (Nasdaq: ORCL) today announced the Commonwealth of Kentucky has deployed a new Comprehensive Tax System (CTS) designed to improve revenue administration and collection functions for its Department of Revenue, Finance and Administration Cabinet.

The system officially went live on Aug. 21 in support of the Commonwealth’s tax modernization program with immediate plans for delivering improvements to the Coal Severance Tax process. This process provides more than $230 million in revenue to the Commonwealth each year. HP Enterprise Services is using the Oracle® Enterprise Taxation Management application and Oracle Database to facilitate the modernization effort.

“The combined efforts of the Commonwealth, HP and Oracle have provided Kentucky with an enhanced tax system purposed to increase taxpayer satisfaction while streamlining state revenue collection,” said Tom Miller, commissioner of the Commonwealth of Kentucky.

The CTS is designed to improve user experience for taxpayers, reduce fraud and enable timely collection, reporting and interpretation of tax information.

The Oracle Enterprise Taxation Management application is a secure, tax-specific, commercial off-the-shelf software solution with tools for site-specific customization. It enables improved integration with other enterprise systems and will allow the Commonwealth to consolidate tax processing functions.

“The new tax system is designed to help the Kentucky Department of Revenue enhance its citizen-centric services while allowing the Commonwealth to improve tax administration and collection efficiency,” said Dennis Stolkey, senior vice president, U.S. Public Sector, HP Enterprise Services. “We are proud to serve the Commonwealth of Kentucky by deploying a comprehensive tax system designed to deliver process improvements to the Kentucky government and its taxpayers.”

The next major CTS deployment planned will include the development of a taxpayer portal to enable taxpayers to register businesses, file returns, make payments and make account inquires online. Future releases of the system are planned to support sales, withholding, corporate and individual income taxes.

“Oracle is committed to delivering the flexibility and cost savings tax agencies need to improve efficiency while enhancing citizen services,” said John Andrus, vice president, Tax Global Business Unit, Oracle. “The Commonwealth’s new Comprehensive Tax System is being deployed in a phased approach in order to reduce risk and it is designed to enable faster response to tax law and regulatory changes, reduce system support costs, improve taxpayer assistance and increase productivity.”
